While the University of Anbar works to fulfill its educational and research roles by establishing the foundations for producing an educated and aware society through stimulating innovation and the desire to acquire knowledge, it also plays an important and sensitive role in serving the community. This is not solely for enhancing the university's reputation but rather because it fosters collaboration between the university and its social environment in all fields, including health, environmental, and industrial sectors. This will contribute to paving the way for a bright and prosperous future.
Therefore, the Iraqi legislator, due to the importance of this matter, enacted a law called the "Cooperation Mechanism" Law No. 160 of 2009, which outlines the instructions for collaboration between the entities of the Ministry of Higher Education and Scientific Research and other ministries and agencies not affiliated with the ministry. This legislation aims to organize the process of fruitful cooperation between the entities of the Ministry of Higher Education and other ministries and agencies through conducting scientific research and experiments, carrying out various activities that lead to the development of productive and service-oriented aspects, as well as providing scientific, research, and technical advice within their respective fields.
Hence, the university’s vision is to adopt a policy of collaboration with other local and global entities by achieving sustainable community development, which aims to fulfill the requirements of social responsibility in addressing societal issues.
The University of Anbar has established several units and departments to implement this vision and achieve the goals it has adopted since its founding in 1987 and up to the present day.
One of these is the "Community Unit," which works to improve the surrounding environmental conditions in general. This is done through communication with community institutions to address the most pressing societal issues and problems, conducting studies and surveys, and providing scientific and professional consultations to various local community groups and organizations. The goal is to activate effective partnerships between different sectors of society, both in terms of research cooperation on one hand and providing employment opportunities for university graduates on the other, to enhance the skills of individuals and the community as a whole.
In addition to the Community Unit, the university established the "Consulting Office for Pure Sciences," which aims to provide expertise and scientific advice in the field of applied pure sciences to government departments, companies, the private sector, and the community. This is one form of cooperation adopted by the University of Anbar, particularly in the fields of new and renewable energy and environmental consultancy.
This approach underscores that the mission of the University of Anbar is not limited to fulfilling its primary function of education alone, but its activities extend to include the entire community in all its aspects, whether in normal circumstances or during crises and unforeseen events. Therefore, we emphasize the necessity for the University of Anbar to take a pioneering role in this field. However, this role cannot be confined to just that; the university must also monitor and evaluate these services to ensure the success of these projects, while encouraging academic staff to contribute to making an impact on social life and achieving the public good for the community.
The policy of establishing, developing, and supporting creative and entrepreneurial projects

It provides an attractive environment for individuals with innovative ideas to implement and develop their projects through the university's business incubator. In this regard, the University of Anbar aims to support creative projects for its faculty, students, as well as local community innovators, refining and nurturing them and providing a suitable environment to encourage creativity in various scientific, cultural, artistic, social, and sports fields. This includes marketing entrepreneurial projects and business incubators, contributing to achieving creative education and training that helps explore the talents and creative potentials of the university's students and the local community.
Policy for Promoting Scientific Research and Researchers at the University of Anbar
University of Anbar strives to enhance scientific research in its colleges and academic departments. This can only be achieved by preparing and encouraging researchers to engage in research activities. The university provides opportunities for active researchers to conduct their research and allocates suitable time for their scientific pursuits. Furthermore, it works towards ensuring the availability of research equipment to the best of its ability. The university is committed to creating a Conducive environment for faculty members, either individually or in groups. Among the policies adopted by the university to promote scientific research and researchers are the provision of research grants to cover necessary materials and equipment, as well as expenses for conducting tests, statistical analyses, and research assistants. This is facilitated through the graduate studies departments. The university also supports the participation of faculty members in prestigious scientific conferences worldwide and encourages the publication of research in scientific journals and periodicals. The university works to provide a Conducive environment and necessary resources for scientific research. This includes allocating time for faculty members to conduct research, providing facilities, equipment, office services, and any other requirements for research. The University of Anbar is committed to supporting scientific research projects through various means, including financial, moral, temporal, and human resources.

University of Anbar provides financial and moral support for scientific, literary, and artistic creations to faculty members, administrative staff, students, and members of the Iraqi community, and subsequently documents and publishes them.
